    CRS submitted comments on the Scope of PTSS - Minibuses for Legco''''s Panel on Transport [April 2015] 
     

    On 30 April 2015, CRS submitted a paper on the Public Transport Strategy Study (PTSS) about minibuses for Legco''''s Panel on Transport. CRS urges Legco to advise Government to include the topic of Road Safety for Public Light Bus (PLB), as well as other modes of Public Transport, within the PTSS.

    In this submission, CRS pinpoints the increasing trend of serious accidents and multi-casualty accidents involving PLB in recent years and alarmingly high rate of their involvements in fatal or severe pedestrian collisions. Despite new legislation in place in early 2012, there has been no evidence of improvements in PLB safety in 2013. There are also other key safety issues, for example, the lack of rear crumple zone puts rear seat PLB passengers into an unacceptably high risk situation in a rear-front collision by large vehicles.
